Creating this symbolic link prevents systemd from being able to change interface names. You will need to unplug/replug your device or reboot/reload module. Alternatively add net.ifnames=0 to GRUB_CMDLINE_LINUX in /etc/default/grub then run update-grub and reboot.

You could do it at the readline level if you only want it to apply to bash and other programs that use readline. I don't *think* xmodmap can do it, because you're asking for two keys to become merged into one. If it were a simple one-to-one then xmodmap would be an option.
